The Bangladesh Telecommunication Regulatory Commission (BTRC) has secured second place in the Independent Performance Evaluation (IPE) conducted by the Monitoring Cell of the Ministry of Finance. The ranking recognizes the commission's performance in promoting good governance, enhancing institutional efficiency, ensuring accountability, and safeguarding the public interest.
On Sunday, Md Mehedi-ul-Shahid, Director General of the BTRC, formally received the recognition and an honorary crest from Rahima Begum, director general of the Monitoring Cell at the Ministry of Finance.
Under the “Strengthening of State-owned Enterprises Governance” scheme, the Monitoring Cell of the Finance Division evaluated 30 selected state-owned enterprises and autonomous organizations for the FY 2023–24. The Bangladesh Telecommunication Regulatory Commission (BTRC) secured the second position with a score of 3.17.
The evaluation was conducted under the overall supervision of the Independent Performance Evaluation Committee (IPEC), which comprises representatives of the Monitoring Cell of the Ministry of Finance and relevant experts.
The assessment evaluated key indicators including financial management, corporate governance, transparency and accountability, operational efficiency, and the implementation of public-interest policies.
Alongside its responsibilities for developing the telecommunications sector, ensuring good governance, and improving customer service quality, the BTRC has also played a significant role in government revenue generation.
The Bangladesh Telecommunication Regulatory Commission (BTRC) has consistently exceeded the annual revenue collection targets set by the Monitoring Cell of the Finance Division.
During the 2023–24 fiscal year, the Commission surpassed its revenue collection target of Tk3,555 crore by collecting Tk4,434 crore. Additionally, from its establishment up to June 2025, the BTRC achieved a cumulative revenue collection of Tk81,891 crore, exceeding its overall target of Tk75,882 crore for the same period.
To promote good governance and ensure quality customer services, the BTRC has implemented a wide range of initiatives. These include expanding digital services, managing spectrum, formulating necessary guidelines and policies for digital infrastructure development, and managing voice and internet tariffs. The commission has also implemented the "One Country, One Rate" broadband internet initiative, conducted public hearings, monitored Quality of Service, measured mobile tower radiation, operated one-stop services, cracked down on illegal telecommunications equipment, and resolved consumer complaints.
The Bangladesh Telecommunication Regulatory Commission (BTRC) has also pursued efforts to maintain a transparent licensing and regulatory framework, safeguard consumer interests, monitor service quality, and reinforce consumer rights and complaint management. Additionally, the commission works to facilitate affordable and reasonable telecommunications services, improve infrastructure and network efficiency, promote digital security and digital literacy, and extend telecommunications services and infrastructure to underserved and remote regions utilizing the Social Obligation Fund (SOF).
Furthermore, the BTRC's engagement with international organizations, including the International Telecommunication Union (ITU) and the Asia-Pacific Telecommunity (APT), has contributed to strengthening institutional capacity in line with global standards and best practices. At the same time, this engagement has promoted international cooperation and partnerships.
