State Minister for Foreign Affairs of Bangladesh H.E. Ms. Shama Obaed Islam met Mr. Gordan Stojovic, a Member of the Parliament of Montenegro, at her office in Dhaka on 5 October 2026. The two officials underscored the importance of deepening bilateral relations and outlined a roadmap for future cooperation.

During the talks, both sides agreed to create a Bangladesh‑Montenegro Parliamentary Friendship Group. The group will facilitate parliamentary diplomacy, enable delegation exchanges and promote people‑to‑people contacts between the two legislatures.

Montenegro expressed interest in importing a range of Bangladeshi products, including pharmaceuticals, leather and leather goods, ceramics, jute and ready‑made garments. In response, Bangladesh highlighted investment opportunities across agriculture, agro‑food processing, seafood, eco‑tourism, the ready‑made garment sector, renewable energy and waste‑management projects.

Energy and tourism were identified as priority sectors for joint collaboration. Montenegro signaled a willingness to cooperate on renewable‑energy projects and to attract Bangladeshi tourists, while Bangladesh offered expertise in sustainable tourism development.

Labour mobility featured prominently in the discussion. The State Minister noted Bangladesh’s skilled workforce, and the Montenegrin parliamentarian indicated that Montenegro requires more than 50,000 workers each year. Both parties explored government‑to‑government recruitment, streamlined work‑permit procedures and sector‑specific labour‑mobility agreements covering tourism, construction, hospitality and healthcare.

The meeting also touched on broader issues such as education, women’s empowerment, sports, culture, employment, migration, visa facilitation and cooperation within international organisations, including climate‑change initiatives.

Both officials said the dialogue would continue through regular high‑level contacts, with the Friendship Group expected to convene its first meeting later this year, laying the groundwork for deeper economic and diplomatic ties between Bangladesh and Montenegro.

Why it matters

The agreement expands Bangladesh’s diplomatic outreach and opens new markets and labour channels with Montenegro, supporting economic growth.
